Allied Services is a quality driven healthcare system. Allied In-Home Services is a division of Allied Services and a provider of Home and Community Based Services in the Commonwealth of Pennsylvania. Allied Services Fiscal/Employer Agent is a fiscal/employer agent entity for consumers served by Allied In-Home Services in 23 counties within the state.

Allied Services Fiscal/ Employer Agent provides financial management services in support of the Independent Living philosophy to self-directing participants. In this model, participants may act as their own employer and utilize Allied Services Fiscal/Employer Agency to assist with employer payroll responsibilities in compliance with federal, state, and local requirements, without taking away the right of the participant to exercise self-direction.

Roles and Responsibilities of Fiscal/Employer Agent

The Fiscal/Employer Agent has the sole purpose of withholding and filing taxes on behalf of the participant. Other responsibilities may include:

• Manage payroll, including federal, state and local employment taxes, for direct care workers employed by the consumer.
• Procure workers’ compensation insurance for the participant/employer and manage payment of premiums, as well as assist with claims management.
• Assist consumers in managing budgets provided by publicly funded home and community based waiver services.
• Collect, process, and maintain time sheets for direct care workers.
• Provide training to consumers and to their direct care workers when requested.

Roles and Responsibilities of Participant

Under the Fiscal/Employer Agent model, the participant is the employer of his/her direct care worker(s). As the common law employer, the consumer/employer may:

• Recruit and hire direct care workers as well as discharge when necessary
• Determine the direct care workers’ schedule
• Determine what tasks need to be performed at time of service
• Maintain that the time sheets are accurate and submitted in time for billing purposes
