Behavioral Health
Allied Services Behavioral Health Division began operations in 1979, with the opening of ?Harbor House? Program, a thirty bed Community Residential Rehabilitation Facility (CRR), which provides a wide range of supports and skills training to individuals with mental illness. The Division?s Supported Living Program began in 1990, and currently provides housing supports to over one hundred and twenty people in Lackawanna and Susquehanna Counties.

At sites throughout the region, including Lackawanna, Susquehanna, Schuylkill, Bradford and Sullivan counties. The program helps individuals become re-acquainted with social, economic, cultural, recreational and other resources in the community to more easily attain independent lifestyles. Expansion and Development
Supported Living Services expanded into Bradford and Sullivan Counties in 2003 and now provide service to over sixty individuals.
In 2008, the Division was awarded contracts for a Community Residential Rehabilitation Program and Supportive Living Program in Schuylkill County. One hundred and seven consumers are currently receiving assistance through those programs.
In 2010/2011 Bradford and Sullivan Counties Human Services awarded a contract for development of a new six bed CRR Program in Towanda, PA. The Program is scheduled to open in July 2011. In addition, the Division was assigned the management of the County?s $100,000 housing support fund or ?GAP Program? to support its consumers with various housing assistance.
The Schuylkill County Program has recently relocated its Supportive Living Program Office to a location in downtown Pottsville providing better office space and significantly better accessibility for its consumers. In 2011, Schuylkill County was awarded a contract to provide Enhanced Supported Living Services to individuals in a new apartment style housing initiative with Schuylkill County MH/MR and Services Access Management (SAM) in Pottsville.
The Behavioral Health and Developmental Health Services divisions recently arranged for training in Crisis Prevention Institute (CPI). This is a ?Train the Trainer? program consisting of a five day regimen designed to provide education and training on various aspects of engaging or working with individuals with mental illness. Individuals can become certified upon learning observation and interaction skills to identify symptoms and use various techniques to assist individuals in a crisis situation. This training has been used to train many ?first-responders? such as police and ambulance personnel in various municipalities around the country.
The Behavioral Health Division is made up of over 400 consumers in 5 counties. Extensive annual licensing surveys are conducted. The Behavioral Division was recently surveyed by the Office of Mental Health and Substance Abuse Services, (OMHSAS), and is in excellent standing, having completed its 2010-11 licensing cycles.
All programs provided in Lackawanna, Susquehanna, Bradford, Sullivan and Schuylkill counties utilize the principles of Psychiatric Rehabilitation. Services are provided in a community based location determined by the consumer. Available services range from assistance finding housing to skill building within the home and/or community.
Since it’s inception, the Behavioral Health Division has provided services to over 2,200 individuals.
Eligibility Requirements
Any adult from Lackawanna, Susquehanna, Bradford, Sullivan and Schuylkill counties who has a diagnosis of mental illness is eligible for services provided by the Behavioral Health Division.
All referrals must be processed through the appropriate County Operated Case Management System. Referrals are also made directly from the individuals themselves, families, therapists, physicians and mental health agencies.
